The Project Counselling Service (PCS) is an international consortium made up of the Danish Refugee Council (DRC), Norwegian Refugee Council (NRC), Action by Churches Together (ACT/NL), Swiss Interchurch Aid (HEKS), and Inter Pares, Canada, based in Lima. PCS seeks: COUNTRY REPRESENTATIVE In Colombia PCS works through local counterparts in a programme of humanitarian and developmental assistance for internally displaced people which involves close co-operation with international organisations, popular organisations, church bodies, governmental institutions, and local NGOs. This work integrates the cross-cutting themes of human rights and gender. Other important program areas are local capacity building, local peace initiatives, and information. Responsibilities - To manage and further develop PCST programme of protection and humanitarian and developmental assistance for internally displaced people in Colombia. - To represent the consortium in meetings with governmental authorities, the UN and other international and national humanitarian and human rights organizations. Qualifications required - Solid programme, administrative and financial management, and creative programming experience in humanitarian and/or development organisations - Experience working with grassroots organisations in conflict and post-conflict situations. - A university degree in a relevant discipline. - A good knowledge of Latin America, and in particular Colombia. - Good communication (oral and written) and analytical skills. - Fluent English and Spanish, oral and written. Terms of the Contract: - Two-year contract with a probation period of three months. - The salary will be in accordance with PCST salary scale, personal qualifications and assigned responsibilities. - Life and health insurance plus other benefits. Calificaciones solicitadas: - Manejo administrativo y financiero, creativa y sólida experiencia en programación para organizaciones humanitarias y/o de desarrollo. - Experiencia en trabajo con organizaciones de base en situaciones de conflicto y post conflicto. - Grado universitario en una disciplina relevante. - Buen conocimiento de América Latina, en particular Colombia. - Buena comunicación (oral y escrita) y habilidades analíticas. - Inglés y español fluido, oral y escrito.
