We had a student last year who needed a specialist hoist - the hoist was recommended through his OT, paid for by his social services and installed by our estates people. In the past we have put these in ourselves as far as I can remember, but I am not sure who actually funded the equipment. You should ask if there is any way that the cost of the hoist can be funded or part-funded - also, if it is left after the student leaves, then that will boost your own facilities and so therefore you might be willing to pay the full cost, or part of it.
