I seem to recall that the  Commissioners guidance includes promotion in the
interpretation of marketing.  It is taken to apply not just to the offer
for sale of goods or services, but also to the promotion of an
organisation’s aims and ideals.

PR and Press Releases - definitions:

1.the selective deployment of information to the benefit of a person or
organisation's reputation or objectives.

2.late 20th centuary manifestation of comparative philosophy that questions
the absolute value of truth.

3. the art of bullshit.
