I feel a personal apology is necessary (and here penned) to BT as a result
of my last e-mail, resulting from a personal ignorance of the technical make
up of the internet, e-mail communications and protection mechanisms;
Clearly all of which are still attempting to cater with environmental
factors outside their immediate control.

Why get depressed?  By their actions BT are merely directing who their
customers may or may not correspond with, as a consequence of trying to
protect them. :-/  Would principle seven not become a double edged sword in
those circumstances?

Do the BT contracts cover such actions?  Does their legislative arena
provide for broad brush censorship in such circumstances? If either does,
what are the implications for free speech and Human Rights issues. If they
do not, are they not in breach of contract or/and would principle one or
principle seven cut in? Given that the situation may be inadvertently
caused? 

BTW, as an aside, I personally have noticed a significant increase in virus
carrying spam e-mail over the last few days, allegedly from Microsoft. :(

We are trying some very big internal BT guns at present.  We have the
benefit of some inside tracks, but they may lead nowhere.

Put very simply, BT's web hoisting is being abused by people setting up
"Open Relay" servers, which is offensive.  BT should take the approach of
locking those accounts, blocking open relays, and allowing the world to
trade.  And how can I tell if the other DSL provider has open relays?  They
won't say when you sign up

Again it is at the margins of data protection, but the new SI "against Spam"
makes this a current issue.  It also prevents OUR list members here from
communicating with the list.

Tim, I can sympathise. One of our outreach centres has been blocked from
sending emails via their BT ADSL connection for over a month. Their IP is
part of the same group as yours.

BT are not much help. They do occasionally try to get the blacklisting
removed but spam traffic causes an immediate blacklist again!

The only advice I can give is to sign up with another ISP.
