I have had the following memo from a member of staff. A member of the
public is asking to see another individuals non-domestic rating and council
tax accounts. The OIC informed me that we should not disclose. Has anyone
any comments as I have no knowledge of the content of the Audit Commission
Act ?

The County Council is required to allow the public access to inspect our
annual accounts for a 15 day period annually. We are constantly bombarded
with requests for access to all aspects of personal data regarding certain
individuals.There appears to be an instruction within Section 45 of The
Data Protection Act which states that the Audit Commission Act takes
precedence regarding the disclosure of personal data for the inspection
period at least. Clearly, we need confirmation that the Audit Commission
Act overules data protection legislation and if so should all personal data
be disclosed irrespective of content (I understand Payroll data is
excluded) or are there limitations ?
