I was of the understanding that from supplementary definitions in S70 of
the Act,  third parties are any person other than the data subject, the
data controller or any data processor or other person authorised to process
data for the data controller.

Staff of the data controller are recipients of data.

It may be argued that they are individuals in their own right, however for
Subject Access requests, for the most part their names are left on.  (A lot
of data comprises letters and documents that have already been sent to a
data subject with this information on.)

Like practices in Gateshead, names of staff are usually left on subject
access request data unless there are mitigating circumstances that are
likely to cause them harm.

Does everyone else actually seek consent from / remove names of employees?

We only withhold names of employees if there's a known history of animosity
/ threats for H&S reasons or on the rare occasions that the employee's work
requires a high level of confidentiality / secrecy.

I thought OIC advice was that employees of the data controller not normally
classed as third parties, thus saving myself hours of toiling over massive
social care files with the magic marker!
