I wrote to prof. Congdon for a similar question, and below is his reply:

The particular program you have run there is non-iterative. When youve
compiled just use info/node and enter T to find the likelihood at the
posterior mean. You can see it is non-iterative because there is no
likelihood in the form of y ~ dnorm()...

Other problems may be due to changes between version 1.3 and version 1.4.
The latter has some advantages but also crashes sometimes on programs that
work OK in version 1.3. I developed my programs mostly in version 1.3.

I am having difficulty with program 6.10 DMFT ZIP Mixture from P.
Congdon's book.  The program is illustrated in P. Congdon's book,
Bayesian Statistical Modeling, on p. 220.

My problem is in setting the monitor.  Everytime I click to set the
monitor for the theta parameter, I generate a message in the log that
the monitor cannot be set. I am using WinBugs 1.4 on an XP platform.
