I'm sorry I don't know if there are relevant legal facts - be glad to hear of any - it isn't something either we or our commercial couriers have ever heard of for GP samples. (In practice, it's quite something to deal with a large leak in a bag of samples & forms, of course). Postal samples are a different issue. My gut reaction to your commercial advisors is the old saying "they would, wouldn't they". We had a commercial company tell us legislation exists statiing that sample bags coming into the Lab, say from General Practice, should now contain absorbent material contained within to absorb any spills or leaks.
