Software is playing an increasingly important role in our day-to-day
life.  However, software today -- unlike automobiles, bridges, or
office towers -- is produced without the benefit of established
standards. It is well known that there are still unresolved errors in
many of the software systems that we are using every day. The aim of
this conference is to provide a forum to bring together researchers
and practitioners working on improving the quality of software, to
present new results and exchange ideas in this challenging area.

We solicit research papers and experience reports on various aspects
of quality software. See a list of topics of interests and submission
guidelines below. Submissions must not have been published or be
concurrently considered for publication elsewhere. All submissions
will be judged on the basis of originality, contribution, technical
and presentation quality, and relevance to the conference. The
proceedings will be published by IEEE Computer Society Press. Selected
papers will appear as a special issue of Information and Software
Technology, an international journal published by Elsevier.

Submission Guidelines

Manuscripts should be typeset in English, and can be submitted as
either long papers (within 3000-5000 words, between 6 and 10 pages, in
fonts no smaller than 10pt with single-line spacing) or short papers
(less than 3000 words and no more than 5 pages). The cover page of the
manuscript should include:

   * the type of submission (research paper or experience report),
   * the title of the paper with 150-word abstract and 3 to 6 keywords,
   * three most relevant topics, preferably chosen from the above list of
     topics of interests,
   * the affiliation, correspondence address, email address, phone and fax
     numbers of each author, indicating the contact author if different from
     the first author.

Submissions will be carried out electronically via the Web. Submission
instructions will be available at http://lcs.ios.ac.cn/~qsic03. Papers must
be submitted as PostScript documents that are interpretable by Ghostscript,
or in PDF format. In case this requirement is a difficulty please contact

Conference venue

   The Friendship Hotel (http://www.BJfriendshiphotel.com) is located
in Zhong Guan Cun, the heart of IT in China, with easy access to the
city center and sightseeing spots by public transportations. The
hotel is claimed to be the largest garden-style hotel in Asia. Part of
it was provided by the Chinese government to HM Norodom Sihanouk of
Cambodia as Palace-on-exile in the late-60's and early 70's.
