In 1999 the UK Government established an independent expert group (IEGMP), headed by Sir William Stewart, to examine possible health effects of mobile phones, base stations and transmitters on health. The Independent Expert Group on Mobile Phones (IEGMP), released the report on Mobile Phones and Health, on 11 May 2000. The report adopted a precautionary approach and made numerous recommendations. The Expert Group was specifically asked by government to address the issue of siting of base stations on or near schools. It is known that children are in school for a large proportion of the day, whereas their whereabouts outside school are much less clearly defined".
