the simplest reply you could possibly have:

The only way to get theis govt to do ANYTHING is to provide its been
counters with evidence or, more commonly, the high probability of BAD PRESS
and they'll jump through ANY HOOP. In the junior doctor negotiations this
was accomplished, among other ways, by threats of industrial action and by a
strong media campaign.

It will work again if, for example, consultants started talking about making
up a contract, then mass resignation and an offer to accept re-employment on
terms of this contract.

I have said this before, but what is required is a contract written by legal
minds, not only by medical ones. It requires people who deal with contract
legalities and principles regularly.

...once they stop laughing at the current framework proposed...
