Introduction
 
On 1 March 2002, the new logo and identity of the 'Welsh Assembly Government' was launched to distinguish the work of Ministers and their officials from the work of the National Assembly as a whole.
 
In short, changes have been made to distinguish executive from legislature, as far as possible, given that the whole Assembly is still one corporate body by virtue of the Government of Wales Act.
 
There are, in effect three distinct identities, all three of these are directly relevant to the Commission's work:
· National Assembly for Wales
Until now, the only logo in use by everyone in the Assembly (Assembly Members, Cabinet Ministers, and all Civil Servants) has been the National Assembly for Wales logo. From now on, this will only be used by Assembly Members and by civil servants working in the Presiding Office. The Assembly's House Committee is considering a separate logo for use by Members and the Presiding Office. This will not be in place until later in the year.
 
· Welsh Assembly Government
 
This is for use by Cabinet Ministers (and Deputy Ministers when acting in that capacity) and by civil servants for all work for or on behalf of the Assembly Government. For example, all Policy Divisions will come into this category, and virtually all notices issued by Press Office will use the new logo.
 
· National Assembly for Wales (no symbol)
 
For use by civil servants, other than those in the Presiding Office, for work which is undertaken for the Assembly as a whole. This will mostly be used by servicing divisions, such as Personnel Management, but it will also be used by the Permanent Secretary and the Office of the Counsel General.
 
Why are these changes being made?
The Cabinet of the Welsh Assembly Government has decided that the arrangements up to now, whereby everyone uses the same identity, should be changed to avoid confusion. Ministers believe that the public will understand the Assembly better if the activities of the Assembly Government are clearly distinguished from those of the other parts of the Assembly. This distinction is clear in relation to government bodies in other parts of the UK, such as the distinction between the UK Government and Parliament, and between the Scottish Executive and the Scottish Parliament.
 
In Wales, things are more complicated because the Act of Parliament which established the National Assembly, established it as a "corporate body". This has not changed. But within that, it is perfectly possible and legitimate to distinguish between the constituent parts of the body as a whole, and the new identity for the Welsh Assembly Government is intended to do this.

1. As a general rule, when referring to ministers or subject departments that carry out work on behalf of Ministers or the Government, reference should be made to the appropriate department, followed by Welsh Assembly Government. For example:
