Rebecca, I feel a separate field for the "owner" of the resource who may not be the publisher - this is especially true in the case of collaborative projects. It would parallel the VRA element Location.Current Repository. What is not clear to me what is the best encoding scheme for the content of the field. You have mentioned the MARC code list for organizations, I would prefer the NAF form of the organization so if the element content is displayed, it is not a code but readable name. I would not assume software to convert the code. For collaborative projects, it becomes important to identify the ownership. Rights are often expressed by a URL not a name.
