it takes some time to load so be patient.

"It is vital that service pressures do not compromise the training of

doctors. Equally, the training of doctors must be driven by the needs of

the service in which they are employed. There is a pressing need for a

better balance between training requirements and service needs."

I suspect the latter may have helped drive the change, particularly when
Colleges have forced the closure of some hospital units.

Anyone else any ideas?
