The UK's Transport Research Laboratory has applied psychological theory (theory of planned behaviour and other approaches) in their research on cyclists' attitudes and decisions (see 'Attitudes to Cycling' - TRL Report 266, and also, I believe, in their new report on Drivers' Attitudes to Cyclists (this is only just, or perhaps not yet, published). From a presentation I saw, the latter covers decision-making whilst driving; the former deals with decisions about behavioural change.
