CALL FOR PAPERS :  REPRODUCTIVE HEALTH MATTERS

RHM 11(21) MAY 2003

INTEGRATED SEXUAL AND REPRODUCTIVE HEALTH SERVICES:

A HEALTH SECTOR PRIORITY

This is a second call for papers for the May 2003 issues of  Reproductive Health Matters (RHM) on the above theme. This issue will contain some of the papers from the RHM meeting on health sector reforms in February 2002 but we are seeking also to include papers on whether integration of services has remained a priority and is taking place in the context of reforms.

We are looking for papers that report on work to integrate some or all sexual and reproductive health services, successfully or otherwise, and perspectives on doing so in the future. We are seeking submissions that present and analyse in depth the findings from original research, as well as descriptions of specific services, programmes and policies, analysis and commentaries, review papers, papers on research methodology and short reports.

Examples of possible topics (not exclusive)

·         Comprehensive sexual and reproductive health services: concepts vs. reality.

·         Descriptions of existing sexual and reproductive health services programmes, including public, NGO or private, national or local, and how these are being improved (or not) and better integrated (or not) and any plans for making them more comprehensive, more accessible, scaling them up, etc.

·         What are the effects of national health sector reforms on meanings of and models for the integration of sexual and reproductive health services (and implementing the Cairo agenda) and efforts to implement these?

·         Prioritisation and costing of integrated/vertical sexual and reproductive health services in the context of national needs and priority setting methods, resources and overall health and development priorities.

·         Analysis of ways in which rights, justice, and ethical issues and principles are being adhered to or violated as a result of health sector reforms, in relation to sexual and reproductive health service provision.

·         Financing of sexual and reproductive health services: international flows of money, people and resources due to health sector reform (including sector-wide vs multisectoral approaches), the changed role of Northern governments and international donors, Southern health sectors and NGO services and activities.

·         Commodification of sexual and reproductive health-related services and goods as a consequence of privatisation and the consequences of the application of trade laws and policies.

·         Where are those involved in law and policy, advocacy, research and service delivery in relation to sexual and reproductive health best placed to intervene in the restructuring of health systems in order to improve sexual and reproductive health services, financing, and priority setting? In relation to which actors and institutions?
