Purpose of the Job:

  1.. To develop and establish systems for sharing crime and disorder related information between the various agencies involved in the Community Safety Partnership. 
  2.. To develop systems that monitor progress of achieving crime and disorder reduction targets and Best Value Performance Indicators for the Community Safety Partnership and other relevant agencies. 
  3.. To develop spatial analyses of the crime data and promote the dissemination of material derived from these analyses and to provide research analysis and support to the Community Safety Partnership. 
  4.. To develop a systematic approach to the collation, analysis and dissemination of data for crime and disorder audits, (including continuous profiling and performance management on this data).
Main Duties and Responsibilities: 

  1.. To carry out crime research and analytical work and based on data received, analyse and develop mapped crime pattern and priorities related to Tower Hamlets. 
  2.. To give presentations to senior managers and members of the Crime and Disorder Partners related to Community Safety issues. This will focus on illustrating the benefits of analysis and the techniques used to produce information. 
  3.. To advise on and develop information systems to regularly monitor the targets set for the Crime Reduction Strategy, Best Value Performance Indicators and other agreed measures. 
  4.. To produce crime data analysis reports for the Community Safety Partnership, Council Committees, Police Community Consultative Group and agencies or groups involved in taking forward the Crime Reduction Strategy. 
  5.. Co-ordinate all data handling and data entry in the GIS, maintaining all necessary links and data flows to ensure data is kept up to date. 
  6.. To use GIS to map and analyse data from third party sources such as the Office for National Statistics, The Metropolitan Police, Health Authorities and other public bodies. 
  g.. Produce and keep up to date an audit of Community Safety across the London Borough of Tower Hamlets suitable for use by the Community Safety Manager and partnerships, including being responsible for producing regular information bulletins on crime and disorder (e.g. identifying and interpreting patterns based on individual neighbourhoods and other social themes). 
  h.. Be responsible for analysing data based on national best practice and current research of relevance to Community Safety, including benchmarking against other partnerships or families of Local Authorities.
Job Activities:

  1.. To research, collate and analyse information using GIS and database applications. 
  2.. To provide advice and guidance to the department on GIS and mapping matters and prepare correspondence and reports on GIS and mapping issues. 
  c.. Analyse information from submitted computerised and manual sources of records. This information will include data related to committed crime and disorder, social, economic and identify changes. 
  d.. Respond to requests for advice on the legislative and technical aspects of GIS and mapping matters and research and respond to any inquiry accordingly. 
  e.. Represent the directorate on liaison and multi-disciplinary working groups both within and outside the Council. 
  f.. To research and report on the demographic and social changes within the Borough as they effect the work of the community safety unit and to advise and assist in the co-ordination of an effective service delivery to all section of the community. 
  g.. To keep abreast of professional developments, legislative changes and best practices in GIS related issues, attending continuing professional development courses as appropriate and applying updated knowledge to present duties. 
  h.. Ensure that all duties and responsibilities are performed in accordance with all Council policies and procedures including Financial Regulations, Standing Orders, Personnel Policies and Procedures, Health and Safety Policy etc. 
  i.. Provide analytical support to the Corporate Community Safety Unit on future projects which address any initiatives aimed at reducing crime, fear of crime or disorder. 
  j.. Train staff within the department when required and as directed in the use of GIS procedures and products.

PERSON SPECIFICATION

Aptitude/Skills:

  a.. Good communication and written skills
  a.. Good organisational skills and ability to work to tight deadlines.
  a.. Ability to liaise and work in partnership with a wide range of organisations, agencies and individuals; including the police, voluntary sector, Council officers and members.
  a.. The ability to use ArcView 3.2a and ideally ESRI's Spatial Analyst GIS software for capturing, maintaining, processing and analysing geographic information. 
  a.. Analytical skills to produce well-reasoned theory.
  a.. Excellent database skills for the processing and sorting of data. 
  a.. Good keyboard skills and a familiarity with Microsoft office.
  a.. Ability to prioritise tasks and plan projects.
  a.. Ability to undertake training of staff within the department.
  a.. Ability to devise and maintain administration systems relating to GIS based on borough standards and as used by officers within the department.   a.. Ability to co-ordinate GIS development and activity within the department, liaising with senior officers and managers across the Directorate and the Council, and with external agencies and Government organisations. 

  a.. Skilled in developing information data capture techniques
  a.. Ability to analyse information available in different formats, to identify the crucial elements that are relevant and to be able to report on these to senior managers.


Experience:

  a.. Experience of using Geographical Information Systems, spatial analyst tools and other database applications to undertake analysis.
  a.. Experience of creating databases based on disparate datasets. 
  a.. Experience of presenting and analysing complex data and information, with particular attention to accuracy and detail.
  a.. Experience of working under pressure and meeting target/deadline.
Knowledge:

  a.. Extensive knowledge of ArcView 3.2a. 
  a.. Good knowledge of ESRI's Spatial Analyst is desirable.
  a.. Good knowledge of database applications (such as Oracle, Microsoft Access and FoxPro).
  a.. Knowledge of the 1984 Data Protection Act, Ordnance Survey licensing policy and software and data licence procedures.
  a.. Awareness of Crime and Disorder issues. 
  a.. A good knowledge of what is involved in gathering information from various sources, in both IT and manual formats.
  a.. Some knowledge of the issues that can arise in terms of data collection in the area of crime and disorder
