What about an agreement that if there is no justification for absences up to a limit of days/weeks, the funding from LEA authority could be suspended/shifted and the bill would be sent from the University's finance department to him/her from then on. In this way we do not affect the employee whose means of living would be altered by the lack of care from some students!
