Sorry I am jumping on a different issue.  If the car park was private as in a
supermarket (if that makes any difference)  where CCTV is used for the prevention
of crime ... etc.  How can we justify showing/giving the tape?

If two cars bumped into each other in a car park, is there a crime?  What should
the purpose be for such data to be disclosed?

I am thinking along the lines that we refuse to show tapes to drivers ... etc
who may have suffered damage in our car parks (a) becuase of disclosure of other
persons data (b) because this is not a purpose for us operating CCTV.

(I think I am missing the plot from the original question, but it is nearly
Friday).
