We talked to the OIC about this (Lancaster video-streams too, but in any case
we wanted to know for the purposes of our project). They were pretty sanguine
about the potential for real abuse of the law, because they recognise that this
is an instance where a literal interpretation of the law challenges common
senseanbd practicality.

Video images are not sensitive in the opinion of the OIC, so that is not an
issue. However, unless you stream/transmit ceremony images only internally via
the intranet (which we've done in the past for an "overflow" venue) then they
are going overseas, so theoretically you need consent.

However, the OIC stance (which I share) is that firstly ceremonies are public
events where people probably don't expect any special protection of their
image, and secondly that, so long as all attenders are given fair warning that
their image may be broadcast, then they are consenting to this by attending (no
one, after all, is forcing them to attend). So, make sure that all
tickets/graduand info packs state clearly that the event will be broadcast on
the web and that should do the trick.
