Dear Jennifer We at the Open University have set up a pc with a modem, just as you describe, using Freeserve. It sits in our Learner Support department which acts as helpdesk to our remote users (ie. our students and off-campus lecturers etc). So far the best solution we've come up with is to set up a stand-alone PC with a modem and use an ISP like freeserve to access the web.
