[log in to unmask] Sent: Tuesday, July 17, 2001 4:38 AM Subject: ALL: Conference "Social and Economic Development of Region" International Conference Social and Economic Development of Region: Potential, Problems and Perspectives Pavlodar, Kazakhstan, November 1-3, 2001. The goal of the conference is discussion of questions connected to creation and development of conditions of economic growth of region: by development of science and engineering, legal base, business, establishment of frame macroconditions in the region, formation of regional state policy. Background of the conference Pavlodar area is a large industrial center. The tendency of regionalization, observable all over the world, is most urgent for Kazakhstan. A huge territory of the state, the significant distinctions in climatic, socio-economic conditions determine necessity of a regional level of management. In Pavlodar area the set of the pilot projects is realized within the framework of regional management and economic development of the region. Among them introduction of the program budget are the Ministry of Finance of Rë; the program of development of local self-management (USAID, ICMA); the project on development of small and average business in Central Asia (USAID, PRAGMA). Pavlodar University (PaU) is a leading regional institution of higher education that has close contacts with state bodies of management, various scientific and educational centers of Kazakhstan and other countries. This year PaU celebrates its 10th anniversary. The good material base of the University allows to carry out the international conference at the highest level. The international conference will promote development of open democratic space in the field of science and education in the northeastern region of Kazakhstan, expansion of integration tendencies. With this purpose will be invited scientists from the various countries to work at the conference, including the USA, Spain, Germany, Russia and other countries of the CIS. The study of various countries' experience in the area of regionalization of socio-economic processes will promote development of constructive directions of cooperation between organizations of different countries. In the conference will take part: statesmen of representative bodies of Kazakhstan authority; representatives of the executive authority of the republic and region; the leading Kazakhstani scientists from national higher educational institutions: S. Gumilev Eurasian University, Institute of Economic Research of the Ministry of Economics, Scientific Research Institute of Kazakhstan Development, Institute of Economy of the Ministry of Education and Science of Rë, Al-Farabi Kazakh State University, Kazakh State Academy of Management, International Business School, Scientific Research Institute of Economy and Organization of Agroindustrial Complex; the members of Club of Directors of Pavlodar Region (it consists of the leading enterprises of the region - Open Joint Stock Co. Bogatyr Access Komir, ï.J.S.Co. Aluminium of Kazakhstan, a branch of ôîë KazChrome, ï.J.S.Co. Kazakhstan-Tractor, Eurasian power corporation, Kazenergokabel, Pavlodar Chemical Plant, Pavlodar Petrochemical Plant, and many others), representatives of non-governmental organizations - Association of Small Business, Forum of Businessmen, Pavlodar Regional Chamber of Commerce and Industry. The work of the conference will consist of plenary, section sessions, round tables, and clubs of debates. The organization of leisure of the participants (excursions around the city and vicinities, visits to the recreation centers) is planned. During the work of the conference the consideration of the following questions is planned: - Development of science and technologies; - Technological break as a base of economy development; - Legal regulation of the regional economic relations; - Peculiarities of mutual legal relations between the centers and region in various countries; - Tax reforms and their influence on a region; - Reforming budget process, form of budget, budget decentralization; - Influence of separate branches on region development; - Development of entrepreneurship as a basis of economic development; - Conditions of market structures interaction; - Development of a region infrastructure as an obligatory condition of economic growth. The work of a conference is supposed within the frames of the following sections: Modern Technology and Economic Growth of Region; Law Aspects of Region Development; Social and Economic Aspects of Region Development. T he outcome of the conference should become development of approaches to complex development of region; integration of efforts of state bodies of management, various public organizations, educational, scientific and industrial centers with the purpose of regional development; development of a network of scientific and educational contacts in the direction of study of region economic growth. We invite to take part in the conference chiefs of industrial enterprises and state structures, scientists from various fields of science and engineering, representatives of systems of science and education. The materials of the conference will be published. The fee for participation in the conference is 5 $; for publication is also 5 $. The deadline for submitting applications and theses to the organizing committee of the conference is October 1, 2001 (in an electronic format or on paper carriers). The documents sent by electronic mail should be in the attachment to the message. It is necessary to specify in the applications first, middle and last names, scientific degree and title, organization and post/position, opportunity of arrival, need in hotel booking, date of arrival and departure, intention to get published the theses of presentations. Arrival of the participants to the conference site is planned on October 31, 2001, the departure - on November 3-4, 2001. There is an opportunity of partial and complete reimbursement of travel expenses and accommodation of the participants. The number of the grants is limited.
