A quick search on Google gives a number of leads, including a document from the ROYAL TOWN PLANNING INSTITUTE, dated 15 FEBRUARY 2001.  It includes the following passage:

"INTERREG IIIC however, has made progress, with the draft Communication published in November. It seems almost certain that a multi-annual research programme (to be known as ORATE) will be funded through this strand, in order to promote the development of knowledge on European spatial planning and spatial development issues. The latest proposals replace the earlier proposals for a European Spatial Planning Observatory Network (ESPON)."

Dear Eurotalkers
 
The European Spatial Development Perspective established in Potsdam in May 1999 agreed that a European Spatial Planning Observatory Network should be set up (article 4.2.171-173).
 
I am trying to find out what the current situation is with this Observatory, and have searched without success on the europa.eu.int and the London Representation's website.
 
Can anyone help? Thank you in advance!
