I understand this and I completely agree with it, but you do not talk about
the other issues involved, like the W3 does. For example:

    Whether archives and change data are maintained
    What organizations pledge to maintain the site
    What should happen in the case that organizations are disbanded

Could you explain why you are bringing this up?
