Sounds strange.
 
1. Are you sure it's not a case of something age-related?
2. Which side - left or right, or both?
3. What happens on the top - ie to the corresponding upper tooth/teeth?
 
First thoughts suggest it might have something to do with use of a muzzle.

Dear All:

  Recently I ran across something interesting from sites in the Caribbean. Many buried dogs from the Dominican Republic, Cuba, Jamaica, Martinique and Puerto Rico have their 4th lower premolar broken off, so the alveolus has healed over with the root still in the jaw. Any of you have any suggestions to explain this?
