This is a blatent plug for Zope  :) - it is opensource, flexible, being
actively worked on (by some very smart people) and has a Content Management
Framework 'plug-in' (zope terminology is 'product') available now.

It will link with whatever database you have to hand (MySQL, Postgres,
Oracle) and directory services such as LDAP.

We run a lot of our services from it.

The mailing lists are very helpful and if you get really stuck, you can buy
in support from the Digital Creations people.
