Conception

We could tell that the multiplicity of the connections, the a-centralism
a-topic and anarchical, the multiplicity of countless events, the
accelerated transformations, the cultural dematerialization and the
democratization informational are characteristic current of the virtual net.

Before this universe with such qualities, we have watched manifestations
emerge, influenced by those
attributes that so fast revolutionize the cultural world. This makes us
hardly notice what is changing.The more Alice runs, the more she appears
immobile, said Lewis Carroll. A paradox? Could we express it only with
oxymoron as reactionary-revolutionary; conservative-progressive; bandwagon-
traditional? Or in another way, does the empowerment of virtual nets
increase complexity so that only the Maximum Entropy Cultural would remain,
where all cultural manifestations are equiprobable?

Perhaps we find ourselves between one thing and another, at the interstice
of multiple perspectives,
where old institutions and practices fail to express themselves. Nor do they
detect current cultural manifestations even if tied to networks. They need
to change their strategies and their mentality. In this
sense the festivals, with their international mobility, become flexible and
fast performances that can collaborate with cultural and aesthetic
experiences in virtual nets around the world.  They become an
international vehicle of connection and concentration of digital and
technological events. The International Festival of Electronic Language
(FILE) seeks to express and promote leading aesthetic and scientific trends.
They motivate them and display them.  They develop collective creativity,
promote aesthetic-scientific-technological experiments and organize debates,
forums and lectures to make them accessible to thousands of people.

In FILE 2000, last August, involved participation from 22 countries with 140
works in several categories presented, as well as lectures and workshops.
The high level of the works presented was the product of experimentation,
research and development, breeding new categories that will appear soon.
