In my experience, low-fi has generally meant "analog" time-based work:  i.e. low-fi sound/music movement, home recording, crash editing videotape, working with non-broadcast quality tape, etc.  I guess now, considering the leaps in computer technology, 'low-fi' could include HTML-only webbased work and nothing more graphically complicated than an animated .gif file ....
