Presumably because the people who set up web servers were used
to setting up email systems. An email system is maintained by the
postmaster, so the obvious title for someone who maintains a web
server would be webmaster. Postmaster doesn't have a space in
email systems because in normal usage (e.g. Postmaster General)
it doesn't have one (and also because spaces are a nuisance in
email addresses).
