The context includes the social exclusion, regeneration, and lifelong learning agendas, alongside issues of access and remoteness, libraries' experiments with alternative delivery methods, and the opportunities available through ICT. The seminar offers library managers an insight into the recent Rural White Paper and an understanding of its policy implications for libraries, together with practical examples of local/regional initiatives in policy making, collaborative planning and service delivery.
