You are right of course the policies are needed too, and the software isn't
fool proof, particularly for someone who is very highly motivated to get
around it, but is does limit the impact to a manageable proportion.  I think
that we do need to make a comparison with paper based material though - just
because the information is, and should be, available out in the world this
does not mean that I or the majority of my users want it in the college
library. A tool that will help me and colleagues to put this professional
discrimination into effect, like a book review, or a publisher's catalogue
is one I want in the professional armoury.
