When DSAs were linked to mandatory awards they were available once only because students received mandatory awards for their first degree only. When the mandatory award was done away with and replaced with the student loan, the DSAs were attached to that instead. Thus DSAs are available on every course on which the student can qualify for a loan. That is the only condition they have to satisfy, they don't even have to take out the loan, simply prove they would be eligible to do so.
