See DETR Council Tax Information Letter No 21 on Data Protection- 14/6/2000 (just happened to have it on my desk!)


It says amongst other things:

............"other organisations such as the utilities are permitted to disclose personal data on a case by case basis to local authorities where not to do so would stand in the way of the collection of the tax" .........

Also applies to non domestic rates
