Subject: Data Matching Outside of the NFI


Aside from the uncertainty surrounding Audit Commission powers to require
local authorities to take part in the NFI, to what extent may we engage in
data matching 'off our own bat'?

If we wanted to match specifically payroll against, say, benefits, or
whatever, is it straight out ultra vires, or can we do it by 'consent', or
can we make it a condition of employment, or what....?
