As a person who is constantly mistaken for another race, people think
couldrey = choudrey I have some understanding of people making assumptions
based upon surname.  To be totally honest it never worries me, if I had
something like this through the post I'd bin it.

The legalities are one thing, but bear in mind how many people would
complain? its hardly causing distress if someone assumes you belong to an
ethnic minority unless you are an extremist.

My understanding is that there is nothing to stop them from culling the
electoral register manually for such an execise. They could have just as
easily used a telephone book. Provided they are diplomatic in their approach
it sounds a good idea!

An unusual one to cheer up your Tuesday afternoon.

A small local public organisation wishes to contact people from ethnic
minority backgrounds to offer them a specific service in relation to housing
needs.

General advertising of this service has proven ineffective.
They want to cull the electoral register (manually!) and create a list of
people whose names "sound as if" they have an ethnic minority background.
They would then send out details of the (free, public) service.

I stopped laughing when I realised they were serious and have strongly
advised against this approach.
However they are also being advised by a statistical/marketing company who
are telling them its OK.

I've looked at fair obtaining, schedule 3, accuracy, etc...
But I'm struggling to pin it down as almost every DPA98 section I read seems
to be relevant.

Is anyone able to point me in the right direction of definite breaches.
