Given that the Act provides that, except in the circumstances covered by the
subject access exemptions or modifications  ....  the right of subject
access should prevail over any provisions to the contrary contained in any
other acts, statutory instruments or rules of law.  (Extract from the
Guidelines - for the DPA 1984.)
