My reading of the Self-Assessment Guide (and of SI 2000 No. 188) is that
there is emphatically NO blanket exemption from notification for non-profit
organisations.  I cannot understand why this idea is so prevalent.

Non-profit organisations are only exempt from notification for the standard
'core purposes', plus their membership records - but this part is tightly
defined to include name, address and key identifiers only, and is subject to
restrictions on disclosure and retention.

You have to answer Question 4 (about purposes that are not exempt) before
you get to Question 7 (about non-profits).

As with most of the Act, there is no special treatment for non-profits.  The
question of whether a church has to notify is therefore a) whether it is a
Data Controller, and b) whether its purposes are exempt from notification.

There was a useful series of papers under the old Act on how to identify the
Data User in various church set-ups.  The OIC was still sending these out
recently, and they are generally helpful in relation to Data Controller
under the new Act, so it would probably be worth getting hold of the
relevant one.
