They can be different. If the discloser intends to give (or sell) the data to someone else they should ask the recipient what they are going to use it for and if they have notified the proposed purpose. The reasons for this are that the discloser has to ensure that the proposed purpose is compatible with the original reason for collection (and have consent where necessary to pass it on) and any disclosure to "unregistered" data controllers could be seen as "reckless". One exception to this would be where the disclosure is required by law.
