On behalf of Scotland's largest health authority, I am investigating the possible impact of the DPA on epidemiological and historical research. In particular, I am looking at use of records created before the DPA passed into law. Blackstone' guide to the DPA states that "Section 30 gives power to the Secretary of State to make provisions for exemption from the subject information provisions ... Regulations are expected ..." I should be grateful if anyone can tell me: have such regulations been promulgated? If so, where can I locate the text?
