First thought - would a section 32 exemption apply?

Is it clear who the people are that are named - ie does it say
that they are former janitors etc, or are they just unattributed
names? If the latter then are they actually personal data? There
may well be more than one Irene Bruce or John Hitches so which
one is on the work of art?
