I believe Berkshire County council did something like this and the computing
press thinks it is a good joke.  See if your IT dept has a copy of
the current issue (or last isssue) of IT week.

Add to your implications(complications):

What will you use as an identifier to know who makes the comments (no
national ID system ...yet) [if no ID then you can get 1000s of objections
from the same person]

Accessibility, do you make it easier for those who have the means (and/or
access to a computer to object) whilst the have nots have to take the bus to
the planning office [can be turned round as you can be enabling those who
are not mobile].

Don't forget SSL (Secure Socket Layers for your web server, as in
e-commerce).

:-) copyright is maybe the least of your worries, you can degrade the
quality (doesn't take much anyway) of the drawings so much that pinching
them and reusing them may be pointless.
