Matthew I agree with your point about research, but I think this would depend on the definition of "research". Section 33(1) of the DP Act states that "research purposes" includes statistical or historical purposes, so it would be necessary to establish whether what the student intends doing with the personal data can be defined as research. Care would need to be taken over how the data are used, as if substantial damage or distress is caused to the data subject, the research exemption is invalidated, eg if the address of a victim of domestic violence is revealed to the perpetrator as a result of the information being used as part of a college project. I don't think there would be any objection to using anonymised statistical data, but in my experience the only personal data which can be used by students are those which the student has collected her/himself, with the consent of the individual to their data being used for the student's purpose.
