One of the principal reasons why the the Israeli state under Barak and currently under Shalon ultimately resist a Middle East settlement is because it fears a settlement that might lead to stability in the Middle East. The Israeli state, for many years now, has been receiving more funds and arms from the US than any other state in the world. This is because, apart from the oil issue, the Middle East constituted a cold war hot spot in the conflict between the USSR and the USA. Now that the SU has dissolved and the cold war has ended the Israeli state is fearful that if a settlement is reached that brings stability to the Middle East the level of aid it has been regularly receiving from the US will significantly diminish. Israel, under conditions of stability, will consequently cease to be of primary interest to US strategic considerations. To prevent this from happening it is vital that instability continues and that no final settlement is reached. Consequently the Israeli strategy is one of maintaining instability on a scale that prevents a settlement from taking place. This is the only context that makes sense of the current activity of the Israeli army.
