Thank you for your help.I feel you are right; RK was no doubt quoting scripture, it falls into place. I wonder whether he was referring to Peter or to Isaiah (40: 6,7 and 8) ?

    "All flesh is grass" is a quote from the bible ( 1 Peter 1:24) and used as text for the choral in 
    Brahms "Ein Deutsches Requiem" (2nd movement). 
    Maybe Kipling thought of this piece, when he lets the bullet whistle it.
