CYCLONE HAZARD MITIGATION STUDY

INTEGRATED COASTAL ZONE MANAGEMENT (ICZM) PLAN 

Andhra Pradesh, the fifth largest state in India, has a coastline of 1030 km bordering the Bay of Bengal. This area is highly vulnerable to cyclones and associated floods due to heavy rains. Following the destruction caused by the two cyclones and frequent flooding the state during June to November 1996, the State Government started the "Andhra Pradesh Cyclone Hazard mitigation and Emergency Cyclone Relief Project." One of the components is the Integrated Coastal Zone Management Plan to improve the quality o life of the coastal population, to minimize the impact of natural hazards in the coastal areas and to maximize the use of coastal resources while maintaining the ecological balance.

The major problem facing the government in developing the coastal areas is to make them safe places to live and invest in. Exposure to recurrent cyclones and their low lying nature and subsequent proneness to sea flooding are regarded as the major threat to life and investments in the coastal areas.

CYCLONE EARLY WARNING, COMMUNICATION AND DISASTER MITIGATION

Details of Cyclone disasters and mitigation procedures:

Main focus is on warning system, the current procedures and problems. Apart from the warning system also preparedness and planning system in place should be described. This includes:

  a.. formulation of preparedness plans 

  b.. control of activities 

  c.. monitoring the progress 

  d.. directing the progress 

  e.. organizing rescue operations 

  f.. providing relief 

  g.. rehabilitation measures

INSTITUTIONAL ARRANGEMENTS FOR ICZM

  1.. Introduction 

  2.. ICZM and the need for horizontal and vertical coordination 

  3.. Current responsibilities of the line departments and the Planning Dept. 

  4.. The role of other institutions, Panchayat Raj and NGO’s
