The most likely possibility is a blepharoconjunctivitis causing
blepharospasm. This is caused by encrustation of the lacrimal glands along
the margins of both lids. The treatment is gentle rubbing along those
margins using a cotton bud soaked in dilute baby shampoo (so that it doesn't
sting.)
