Phare Assessment Scheme

Dear Colleagues,

I post this to the List because I think this opportunity is relevant for
List Members willing to be actively involved as scientific assessors in
the future development of Central and Eastern Europe (CEEC).

The main channel for the European Union's financial and technical
cooperation with the countries of Central and Eastern Europe is currently
the Phare Programme. Given the intensification of the enlargement process
over recent years, the European Commission's 'Agenda 2000' proposed a
strengthening of the pre-accession strategy to support towards the
specific needs of each candidate country as it prepares for accession.

The European Commission will assess the preparation for accession using
support of independent experts under a single contract. Technical
assistance services for the Assessment of Phare Multi-country /
Multi-beneficiary and National Programmes of Bulgaria, the Czech Republic,
Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic
and Slovenia will be contracted. Assessment is defined here as the
comparison of programme / project achievements (or progress towards
achievements) against predefined objectives of on-going or very recently
completed programmes/projects.

INTEGRATION International Management Consultants of Germany is part of a
consortium which has been invited by the European Commission to offer a
method and a list of qualified experts for the Phare Assessment Scheme.
The contract will include the provision of specialised services aimed at
supporting the Candidate countries above in their task of assessing the
performance of Phare Programmes, notably through the production of
reports.

INTEGRATION is currently drawing a list of qualified experts for long-term
missions, who will draft the Assessment reports in English and ensure
their relevant follow-up, as well as short term experts who will
contribute to the assessment of individual PHARE Programmes, providing
specialised input as necessary. Requirements are:

- Practical and documented experience (Minimum 2 years) in the field of
  assessment and/or evaluation, sectoral knowledge and programme/project
  management experience.
- Independence with respect to the Beneficiaries of the PHARE Programme,
  the local authorities and the Commission is a key element for the
  success of the operation. The expert must not have been involved after
  30/06/1996 in the implementation of PHARE Programmes in the Candidate
  countries and/or have been involved in the design of programmes for the
  years 1997 and onwards.
- Nationality of a EU Member State or Bulgaria, the Czech Republic,
  Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak
  Republic or Slovenia
- Good knowledge of English and possibly Eastern European languages.
