I've always read the end of this story to mean that the narrator (like
Brother Burges) feels the Masons are missing their chance by conforming to
the rules.   He wants to tell Grand Lodge about the activities of Lodge
Faith and Works in order to convince them that more Lodges should be
opening up to soldiers in the same way.   I thought so when I was fifteen,
