two of my pupils sat mocks this week. One , English,
did not know what 'census' means. He therefore left
the question blank.

The second student - Japanese - didn't know either and
so used his Japanese-English dictionary to look up the
Japanese equivalent (and its meaning).


The English student in this instance was at a
disadvantage.

The Board does not allow English pupils to take in
dictionaries.

is this a case of race discrimination?
