LONGITUDE
Library Networking Impact Toolkit for a User-Driven Environment

Project Partners, EARL and CIPFA Plus, seek a highly imaginative,
enthusiastic person for the position of Project Manager

Longitude is an 18-month project, starting in May 2000, designed to
develop and test a toolkit of long-term longitudinal survey
methodologies which will contribute to an understanding of user needs
and behaviour over time in the digital library environment - with
particular focus on public libraries. The project aims include:

* The development and testing of long-term longitudinal qualitative
user-survey methodologies

* The provision of tools to ensure user-led digital materials delivered
via the People's Network

* The gathering of qualitative evidence to illustrate the long-term
benefit of digital information provision.

Project Directors

The EARL Consortium for Public Library Networking, composed of
seventy-five percent of all UK public library authorities along with
many supporting partners from a range of other sectors, promotes the
role of public libraries in providing library and information services
across the network.

CIPFA PLUS consists of 166 Public Library Authorities in membership of
PLUS and Children's PLUS. IPF, a wholly owned company of the Chartered
Institute of Public Finance and Accountancy, manages the scheme on
behalf of the members.

The Project Manager

You will have a qualification in library and information science or
equivalent experience, combined with a keen interest in the provision
of digital information in public libraries and a good understanding of
the People's Network project. Excellent data gathering and analysis,
as well as organisational and communication, skills are essential. You
will be ICT and Internet literate, and have experience with developing
and implementing user surveys. You will be able to work well under
pressure, prioritise workloads, and be able to work to tight deadlines.
In addition, you will be able to combine working on your own
initiative with management of a team of site project officers.

Conditions of the Post

Candidates will be considered for an 18-month fixed term period, at
